Apply for permanent residence
Canada has two refugee protection programs:- In-Canada Asylum Program: for people claiming refugee protection from within Canada.
- Refugee and Humanitarian Resettlement Program: for people who are outside Canada and need protection.
Claim refugee status from within Canada
To claim refugee status, you must be in Canada, and you should not be a subject to a removal order.
Canada offers refugee protection to people who are already in Canada and fear persecution or would be in danger if they had to leave. Some dangers they may face include
- Torture
- Risk to their life
- Risk of cruel and unusual treatment or punishment
To come to Canada as a refugee, you must be referred. Canada offers resettlement for refugees who are referred by either the United Nations Refugee Agency (UNHCR), a designated referral organization, or a private sponsorship group.

- If Immigration and Refugee Board of Canada (IRB) determined that you are a person in need of protection or a Convention refugee;
- If you received a positive decision on your Pre-Removal Risk Assessment (PRRA) from IRCC;
- If you are a member of the Protected Temporary Residents Class (PTRC)*.
