If your destination is the province of Quebec, before you can apply for a student visa, study or work permit you need to apply for the Certificate of Temporary Selection (CST). once your application is approved, you will receive the Acceptance Certificate from Immigration Quebec or the CAQ.

You need the CAQ before applying for Canada visa to either work or study in Quebec.
Certificate of Temporary Selection application Basic Requirements:
To be eligible to apply for the CST , you, the applicant must :

1. have financial means to pay the tuition fees and your living expenses for yourself .and your accompanying family members.
2. be enrolled at a designated learning institutions (DLI) in the province of Quebec.

CAQ applicants who are minors (under the age of 18) must also demonstrate that they have:

1. permission of the parents to study in Canada.
2. Guardianship and suitable arrangements for their accommodation, support and general welfare.
